#49500 Clean up keep alive location, and create config area in suffixes

Issue Description

At the moment we place keep alives in the suffix root. In stead, we should create a container for 389 specifci config, and replication related entries to reside in that is ldapsubentry, and out of the suffix root.

Other candidates for a similar clean up are account policy / pwpolicy locations? They could also go into a 389 container ....
