#49526 lib389 - create_test.py should fill in docstring ":setup:"

Issue Description

Since we can specify what setup we want to use in create_test.py, it should fill in the docstring ":setup:" value for us.

Examples:

./create_test-.py -s password_token -i 1
:setup: Standalone instance
./create_test-.py -s password_token -m 2
:setup: Replication with two masters

Even if its incomplete, at least fill in the initial values for the docstring
