#49563 when disabling changelog for a replica agreements must be handled

It is possible to demote a master/hub to a consumer abd setting nsdsflags: 0

but if replication agreements exist they will continue to run and the old chaneglog remains.

Either reject the demotion if agreements are there or auto delete agreements and remove changelog
