#50207 lib389 paths should be able to parse dse.ldif offline.

Issue Description

I have noticed that due to lib389 legacy, we have inconsistent and incorrect paths in the instance parser for db2bak/db2index. This is from a conflict of "paths" vs "parsing the dse.ldif".

To make this consistent, the dspaths module, if given an instance that is "offline and local", we should attempt to parse dse.ldif and overlay these values (contrast to online and local, where we actually do ldap queries to get the values and cache them).
