Move history entries from the FPL and FCAIC pages to the Council history page
Consider changing all references for history to month/year not releases (or adding releases as a parenthetical).
Let's make it year-month as the primary thing, and add releases in a third column (to both roles).
This will require some research since some of the early transitions weren't made a big deal of....
The FPL and FCAIC history is in the Council history page.
Elected representatives include the releases, other history does not. I'm going to close this because the other history doesn't necessarily align to releases anyway.
