I guess it should say to open a private ticket here. Also I would welcome if there is a call for action for observers of bad behavior to stand up and protect the victim.

There are a series of proposals to change the code of conduct to include the items being worked on. As there are some related issues that need to be resolved and a legal review preliminary needed, it is harder to make this change immediately.
