From Jonathan Billings at Red Hat:
Hello Matthew and the Fedora Council,
Red Hat IT manages the operating system on Red Hat employee laptops, and we are currently investigating using Fedora Linux as one of our managed operating systems (what we call the “Corporate Standard Build” or CSB). Red Hat IT offers managed operating systems we call RHEL CSB, macOS CSB, and Windows CSB.
We would like permission to use the Fedora name when referring to our internal build of Fedora Linux Workstation, which will include a few commercial third party packages, such as our Infosec tools. We will also be creating an ISO image and PXE netboot that will automatically install Fedora Linux with our changes. We can use the Fedora Remix secondary name if necessary. We would like to call it “Fedora CSB” or “Fedora Linux CSB” but we would like to get some guidance on what we can call a managed Fedora Linux build.
We do not plan on distributing the Red Hat IT version of Fedora Linux outside of Red Hat, however this OS will likely be used by Red Hat associates when interacting with customers and at Red Hat events and booths, since it will eventually replace our existing RHEL install and will be the default OS deployed to new employees.
Please feel free to reach out to me if you have any questions or concerns.

So, I think the outcome we had here was:
Does that match what everyone else thinks?
This is urgent because they're presenting this (via a rolled-out communication) starting next week.
That matches my memory. My only thought is "do we want them to call it 'Red Hat' in there somewhere?" I guess that's more their problem than ours. (What I'm thinking of is if, say, FunnelFiascorp has their own Corporate Standard Build, they might also end up calling it "Fedora Linux CSB" but that's probably too hypothetical for now)
Cool -- I'll send this back to them as an official response tomorrow. Last chance for anyone to tell me we misremembered.
Ben, on your thought there: Mo currently has it as "A Fedora Remix by Red Hat", which I like!
It is happening!

Are there further actions required by the Fedora Council at this time?

I understand this ticket was filed as private at the time because Red Hat IT was still exploring options, but is there any reason that this ticket should remain private? I'd like to mark it as public and keep it open for the community. Also, I can link to it as a reference in other conversations.
If no objections, I will make this public sometime after a week.

Because there were no objections, I have now made this ticket public in the interest of increasing community transparency in our public record.
