Unless Koji scratch build is skipped, fedora-create-review would currently start one... without outputting the URL. To the user it would seem as if nothing is happening for a long time.

This is both confusing, and also makes it harder to watch that build (you'll have to find builds triggered by your user on Koji yourself).

Output the URL, or ideally pipe the stdout of the Koji scratch build as well.
