With the release of RHEL 7.6, the golang package is deprecated and no longer fully supported. As a consequence, we should be able to push golang into EPEL 7 and maintain an up to date Go compiler stack in sync with Fedora.

I added a build root override two days ago to build this https://src.fedoraproject.org/rpms/golang-github-vbatts-tar-split/pull-request/2 Worked well.
