I am fairly certain pagure supports issue templates. I've noticed that the swag requests are often missing information, typically phone numbers.
We should write a template to better ensure that all the information needed is provided when the ticket is filed to reduce the back and forth.
We have that now, but also mindshare will take care of swag so I think we can close this ticket :)
