#19 Create SOP to cover the installation and verification of the Container-native virtualization Operator

The Container-native virtualization was installed on the CentOS CI Infra Openshift 4 cluster to support one of our tenants.

This process needs to be documented (at a minimum), or automated (optimal) to explain how it was achieved, and verified, and thereby make the process repeatable if we ever have to recover/reinstall the cluster.

@siddharthvipul1 you did this work originally, can you rememeber how/what was done here? Can we get it documented? Ideally I'd like to see a SPIKE for how to verify some basic usage of Kubevirt, and eventually the install of this operator automated.

Think if we use this issue to document we can go with low gain, low trouble.
