Azure doesn't appear to have an Official Centos Stream 9 image available as it is the case of AWS.
This issue is a request to have one.

Although this might look like something for the Alternative Images SIG, it really should be something to ask CentOS Stream itself.
Please open a Jira issue at https://issues.redhat.com/
Select "CentOS Stream (CS)" as the project, and "Task" as issue type.
Nobody has officially asked for it, that I know of.
