Capturing the discussion @ngompa and I had during Dojo. We're soon going to have a set of packages that aren't safe to install on an existing system, but that would be needed for new installs from scratch. Things like the kernel, anaconda, btrfs-progs, etc. Current plan is to put these in a separate "spins" repo that won't be setup in the release package. https://pagure.io/centos-infra/issue/326 is the infra ticket for the tags.
