Issue #61: branch and update Emacs - sig

Emacs in C8S is version 26.1, and many popular third party tooling e.g. Doom Emacs have moved on to requiring at least 26.3 (and soon 27).

Branch and update to Emacs 27.2 from Fedora 34.
