At the moment, images are grouped in azure by release number alone, so pre-release Fedora 40 images go in Fedora-Cloud-40-<arch> image definitions, and then GA versions go in there are well.

We may want to consider separating pre-release images from stable ones by image definition to make it a bit clearer that they're not stable.
This will also require updating the website (references added in https://gitlab.com/fedora/websites-apps/fedora-websites/fedora-websites-3.0/-/merge_requests/974/)
