#329 Add Ignition support to Fedora Cloud

It would be nice to configure Fedora Cloud with Ignition over cloud-init.

We discussed this today in the meeting.

AIUI the goal is to:

  • ship both cloud-init and Ignition
  • allow either to be used at runtime based on the provided userdata

Of course there might be problems we discover, but that's the goal.

Discussed in the cloud sig meeting today. We are interested in determining the workload, but we need a project owner for the change proposal and implementation.
