Per @obudai's suggestion I'd like to enable cloud-init's services as systemd presets for the Cloud edition. According to the Default Services policy, this can be approved by the Cloud SIG.
These services would be enabled by default in the cloud images when cloud-init is present.
cloud-config.service cloud-final.service cloud-init.service cloud-init-local.service
My intention is to put these in 90-default.
90-default
I would prefer this to be globally enabled. There's nothing special about cloud-init, and if someone is baking an image of any kind that has cloud-init installed, it's reasonable to assume it should be enabled.

I think @davdunc would also agree that this is effectively approved since it's basically mandatory for us.
