For the time being, I manually edited the configuration and set "LimitRequestBody 0" for uploads. It looks this could help (we need to do something like this permanently).
It is weird, on Wed 06 Jul 2022 we got a security httpd update, so perhaps something changed in apache?

I still couldn't upload the Chromium SRPM:
