The point is to avoid issues discussed in https://lists.fedorahosted.org/archives/list/copr-devel@lists.fedorahosted.org/thread/NHFUW4OEOKT2CWBUY34ZY4BMD4OQIL5T/

We can simply add F31 chroot, have it disabled, run rawhide_to_release script, and then keep it disabled till we can actually build against F31. The point is that - after branching time - the builds from rawhide shouldn't affect the branched chroot.
