bzip2-1.0.6 is a valid license at https://docs.fedoraproject.org/en-US/legal/allowed-licenses/ and https://gitlab.com/fedora/legal/fedora-license-data/-/blob/main/data/bzip2-1.0.6.toml but license-validate rejects it:

license-validate takes the data from the package fedora-license-data. It takes some times till the new version of fedora-license-data gets into the Fedora and then till license-validate is rebuilt. I tried it with latest version of both and it pass. Just be patient till this get into Fedora stable.
