Fix meeting tag instructions in incomp. upgr. policy
    
    Don’t instruct people to add the meeting tag when filing an issue. In
    most cases, they won’t have adequate permissions to do so, and the
    subsequent point says that an EPEL Steering Committe member will add the
    meeting tag.
