Award a badge for successfully implementing a Fedora Change[1]_ into a Fedora Release.

"Change Complete!" - You finished implementing a Fedora Change

Not sure if this can be done automatically. jreznik (the Change Wrangler) thinks he might like to do it manually with input from QA.
Ideas for (semi)automatic granting: * The Change pages have a Status section that links to a tracking bug. We could make the grant hinge on whether the tracking bug had no open bugs at the time of Fedora Release. * We could check the pages sometime after release. If the Change Wrangler hasn't moved the pages back out of Category:ChangeAcceptedF20 at that time, we'd consider it to have been implemented successfully.
We could also grant the change wrangler (jreznik) the rights to award the badge directly.
