#961 Badge reinstatement: Beat Writer

There was an old badge series called Beat Writer I-IV that has been defunct for about a decade now. I'd like to revive it and reuse it for Fedora Release Notes contributions.

The badge should be awarded for commits in this repository - all branches: https://gitlab.com/fedora/docs/fedora-linux-documentation/release-notes.git

The original issue is here. Badge art linked in the issue is missing, but the SVGs are still in this repo: https://pagure.io/fedora-badges/blob/master/f/svgs (filenames start with working-a-beat).

New levels should be:
- Beat Writer I: 1 commit, description: You helped keep everyone up to date by contributing to Fedora Release Notes!
- Beat Writer II: 10 commits, description: You helped keep everyone up to date by making 10 contributions to Fedora Release Notes!
- Beat Writer III: 50 commits, description: You helped keep everyone up to date by making 50 contributions to Fedora Release Notes!
- Beat Writer IV: 250 commits, description: You helped keep everyone up to date by making 250 contributions to Fedora Release Notes!
- Beat Writer V: 500 commits, description: You helped keep everyone up to date by making 500 contributions to Fedora Release Notes!

Badge art will need to be updated to show appropriate numbers and a fifth image for the top level will need to be created.

The above has been resolved and the graphics are ready.

This repository has moved over to Fedora Forge. All issue tickets have been transferred in there.
