#962 Badge reinstatement: Cookbook

There was an old badge series called Cookbook I-IV that has been defunct for about a decade now. I'd like to revive it and reuse it for Fedora Quick Docs contributions while keeping the chef theme.

The original issue is here. Badge art linked in the issue is missing, but the SVGs are still in this repo: https://pagure.io/fedora-badges/blob/master/f/svgs (filenames start with fedora-cookbook).

New levels should be:
- Commis: 1 commit, description: You made a contribution to Quick Docs. Appetizing!
- Tournant: 10 commits, description: You made 10 contributions to Quick Docs. Tasty!
- Grillardin: 50 commits, description: You made 50 contributions to Quick Docs. Delicious!
- Saucier: 250 commits, description: You made 250 contributions to Quick Docs. Scrumptious!
- Chef de Cuisine: 500 commits, description: You made 500 contributions to Quick Docs. Decadent!

Badge art for levels 1-4 can be reused, but we'll need a new one for level 5 - Chef de Cuisine. It should show one of those white tall top hats, e.g. here or here.

The above has been resolved and the graphics are ready.

This repository has moved over to Fedora Forge. All issue tickets have been transferred in there.
