Fedora CI checks bodhi to check if build is for rawide of already branched releases, as bodhi is down at moment the tests fail to start.

related to https://pagure.io/fedora-infrastructure/issue/8947

It might be safer if Feodra CI caches the output of https://bodhi.fedoraproject.org/releases/?state=pending as a Jenkins job.
