Bigger updates like for example https://bodhi.fedoraproject.org/updates/FEDORA-2020-0b5d5c929d highlight one problem with the current setup: if there is 40 builds in an update, we need to run the TMT prepare section 40 times. Each time downloading the same set of 40 builds (for example in the installability pipeline). Downloading so many builds take time, and it also creates pressure on the underlying infrastructure.

Note we've seen updates with 190 builds before.
