#256 Zuul: Add a common footer with the document and "report issues" URL

Right now a footer area is on the top page: https://fedora.softwarefactory-project.io/zuul/status .
But it's not on the each job page: https://fedora.softwarefactory-project.io/zuul/build/9dcddf0953744b4d90bd62aceea11957
So, the footer area is not common.
However I want to see the common footer area with the document and "report issues" URL to make people open the issue tickets easily.

The common footer can be like this. What do you think?

Ping. This is important ticket for me to report the issue easily.

I want to see not only the issues page URL link to report, but also the used Zuul version, the upstream community URL link https://zuul-ci.org/community.html too. on the common footer area. It's useful to report an issue to the upstream. I can use the used Zuul version is currently only shown at the top page: https://fedora.softwarefactory-project.io/zuul/status .
