We are getting reports, that users which use a lot pull request workflow on src.fedoraproject.org do not get sometimes (randomly) triggers when the PR is opened.

@zpytela will link here such PRs once he hits them and would be nice to understand how can this happen

The current workaround is to [citest] manually.
