In https://src.fedoraproject.org/rpms/esh/pull-request/1 https://src.fedoraproject.org/rpms/esh/pull-request/2 https://src.fedoraproject.org/rpms/esh/pull-request/3 and https://src.fedoraproject.org/rpms/esh/pull-request/5 there is no CI scratch build. I even commented [citest] in one of them, but it did nothing.

No. It has been around since 2017.

Regarding Zuul I don't see the project in the configuration https://fedora.softwarefactory-project.io/zuul/projects. I must be added to the config to make Zuul triggers CI.

Yeah, external PRs are not supported by Fedora CI at the moment.
