I've noticed that Zuul hasn't started (or is not reporting back to):

and many more, possibly all PRs for today

I did a couple of recheck and opened a new PR and I saw that Zuul has triggered jobs.
I don't know what happened exactly. If that happen again please re-open that issue and I'll investigate more. Thanks for the report.
