#393 No gating for Fedora 38

Fedora 38 builds started to undergo a manual Bodhi process yesterday. I pushed a build for updates-testing https://bodhi.fedoraproject.org/updates/FEDORA-2023-e2f2ae09e5, but to my surprise, Bodhi reports "no tests are required" despite that gating.yaml reads:

  - !PassingTestCaseRule {test_case_name: fedora-ci.koji-build.tier0.functional}

In contrast the gating.yaml is correctly interpreted in all other Fedora releases (an F39 example https://bodhi.fedoraproject.org/updates/FEDORA-2023-847f561551).

It seems F38 gating was reconfigured in the mean time and the tests are executed and enforced now https://bodhi.fedoraproject.org/updates/FEDORA-2023-e2f2ae09e5.
