https://src.fedoraproject.org/rpms/python-pip/pull-request/128 only appears to run Zuul. I've commented [citest], but no dice.

According to https://koji.fedoraproject.org/koji/tasks?owner=bpeck/jenkins-continuous-infra.apps.ci.centos.org&state=all the scratchbuilds actually started.

Looks resolved to me. Closing for now.

We hope to address issues like this once we takeover the maintanance.
