We are working this out, this was due to some changes for @lecris and it did not go smooth. If it does not work, we will revert

Things seem to be back to normal for now. On the plus side, the scratch builds are using koji to build the srpm, which solves an issue that @churchyard also mentioned quite a while back.

But the original issue of unblocking declerative builds was not solved. For reference this is what I was working on.
