#97 Branched Fedora 32: missing Pull Request pipeline

This is intentional, we don't have Fedora-32 pipeline enabled, because so far there is no F32 compose that we could use.

@bookwar fyi.

Even without a compose, we still need to test our packages against the f32-build target (a.k.a. --enablerepo=local in mock).

These are a copy of the f31 pipelines

I walked through the config options to see if anything was configured against f31 specifically, but I didn't see anything. I believe it should be good, but if not, let me know and I'll see about fixing it up!
