Issue #8: Cascade of testing (tier1 passes, then launch tier2, tier3) - metadata

As discussed with @lzachar and @azelinka it would be nice if we could express dependent executions in the metadata.

After build passes tier1 and x86_64, we would like to execute tier2 and tier 3 on all archs.

Sounds interesting / useful. Perhaps we could use similar approach as test-strategist to mark which test set depends on which?

@mvadkert, do we want to track this under the tmt repo?
