When would we want this to happen, shouldn't it just fail here?

If we keep to two packages, I would just

nevrs, side_tag_name = clone_and_bump( folder, nevrs, conf, conf["name_multi_1"], new_side_tag=True)
nevrs, _ = clone_and_bump(folder, nevrs, conf, conf["name_multi_2"], target=side_tag_name)

Might me more places where the two packages could be explicit.

Fair, doing a list here isn't really helpful

in how we're using the code this shouldn't happen, this was more in case someone else uses this library and don't provide a list as argument
