PR is against f31 branch but simple-koji-ci tried to build package with target rawhide - https://koji.fedoraproject.org/koji/taskinfo?taskID=39387912

This is consistent behavior with all such PRs. This is basically https://pagure.io/fedora-ci/simple-koji-ci/issue/24 but for a different version.
