F40+: Include speech-dispatcher in desktop-accessibility group
    
    Orca only depends on the python libraries and not the entire
    speech-dispatcher package, which is needed at runtime.
    
    This broke in Fedora 40 when the libraries got split from the main
    speech-dispatcher package.
    
    Let's make sure we include the full speech-dispatcher for accessibility.
