#26 Doc to write: Getting help, common bugs, etc.

I don't think we should have a top-level link to the Common Bugs wiki page, because it isn't like the other docs ... it's a wiki page, and is going to remain that way for a while. Instead, let's write a short document that addresses what to do if you encounter a problem in a Fedora release in general — how to see if others have the same issue, where to get help, how to report a bug effectively, what to expect when you report a bug, and so on. This would include links to Common Bugs, to Ask, to Bugzilla, and some level-setting on what kind of support one can expect to receive.

@bex FWIW, I looked at this a while back because it was marked as easyfix . Needless to say, I had to give up because there is no way to break into the workflow, as @pbokoc observed in https://pagure.io/fedora-docs/docs-fp-o/issue/110

Btw, Quick Docs have some bits for new users, including a "Getting Started with Fedora" doc and a section about bugs - right at the top of the table of contents right now. We could add a doc on getting help somewhere in there.

If we produce a standalone "how to get help" page, it would be nice to link it in the header or footer, too, so it's visible everywhere in docs.
