@mattdm and me and were talking and we think that we should shift to a default to publish model.

The structure would be that any build would be pushed to both the stg and prod publishing branches. This means it will show up on stg at the next 5 min sync and on publish at the next 60 min sync. This gives us fast preview and ability to fix but keeps us defaulting to publishing to eliminate a human.

This almost requires us to get PR building which is on the list for work with CentOS CI (anyone want to help?).
