Also make sure to do this even for relnotes that haven't been checked by the change owner.

Apart from bugfixes, the main difference between the F28 release of annobin and the F27 release, is that the F28 version contains documentation! Specifically an annobin.info file should be installed as part of the rpm, and this contains information on the internal workings of the project, as well as descriptions of the example scripts that accompany it.
