#331 Mockup: Configure hub mapping to IRC

We need a mockup to show how a hub admin configures the IRC channel that a hub is mapped to.

So I'm proposing here to have a link (visible to admins only) for hub settings in the upper right corner of the hub. Clicking on it pops up a tabbed modal that allows, among other as-of-yet undetermined things, the admin to set the IRC channel affiliated with the hub.
