We should remove this option for the user hubs, since we are now login-only, preview is not needed, and the only member of a user hub is the user, so the private setting is kind of useless.

A user hub is like their profile on hubs, so it would be useful for other users to see it.

I think you're confusing 'my stream' with user hubs. I know the terms are confusing. I think of there being 3 types of hubs at the moment -

group hub = hub for a group or team
user hub = user profile for a user in the system
my stream / personal stream = notification page for a user (should be private)
