Currently, in the widgets API, there is the ability to hide widgets completely if there are no results. For example, in the updates2stable widget (that shows all the updates a user has filed in bodhi that are ready to be pushed to stable) -- if there is no results (i.e. no updates that can be pushed to stable), this widget does not show at all.
When testing this widget, I initally thought it was a bug that once i added the widget to my stream page, that it was not showing up -- I had to go into the code to figure out why it was not showing.
So opening this discussion ticket here to discuss if silently hiding widgets like this is something we want to keep doing.
