Here is the approach pingou shared in the hubs meeting today:

• start by trying to get FAS3 running on your machine next to hubs
• adding someone as admin on hubs is to make it an admin of the group in FAS, so logging in from hubs should log you in in FAS as well
• you should use FAS3's API to promote someone in a group

FAS3 integration still needed (eg the 1st mockup done, 2nd is not) so leaving this open.
