IF the ultimate goal is to sunset pagure.io we should consider disabling the creation of new respositories on pagure.io. And adding a message to the site to cover why this is happening.

This is twofold -- it helps with spam, as pagure is still a magnet for spam repos. and 2, users arent creating repos on a site that is already earmarked for sunset.

I'm +1 for this, but we should first announce it on devel-announce and community blog as this could be disrupting for some groups.

Ok, first step i will email infra list with proposing this.

I also need to investigate if it is actually possible to do with a config flag in pagure.
