When using fedpkg mockbuild with LANG=it_IT.UTF-8 date formats are wrong and the change log is not generated.
The docs should suggest to use LANG=C or other compatible locales when building packages locally.

IMHO the tool should explicitly use the C.urf-8 locale to generate the dates. See also https://pagure.io/fedora-infra/rpmautospec/issue/104

Yeah this is essentially a duplicatee of #104, previously I only fixed the RPM macro but didn't notice that the problem exhibits in the processor, too.
