WIth the updates to datanommer.models, we need to update badges to the newer code that is in fedbadges that supports python3.

Not sure exactly how to approach this, but i think we just need to update badges-backend (fedbadges specifically)

WE are just going to use a patched version of the new datanommer models for now.

badges will have to be updated to python3 at some point, just not in this ticket.
