Describe what you would like us to do:

mkyral is the admin of https://src.fedoraproject.org/rpms/plymouth-kcm but he hasn't been available in a while.

We in the kde-sig need to work often with this package (it's part of the Plasma releases) and we would like to be able to maintain it. Please add us (@kde-sig) as admin

When do you need this to be done by?

Not super urgent but whenever you have a change it would be nice to have this done
