Describe what you would like us to do:

Fix mock's epel-8-x86_64 target. It currently fails with

Error: Error downloading packages:
  Status code: 403 for https://infrastructure.fedoraproject.org/repo/rhel/rhel8/
koji/latest/x86_64/RHEL-8-001/non_modular/systemd-libs-239-51.el8_5.3.x86_64.rpm
 (IP: 38.145.60.16)

(Koji builds weirdly work, but this means I'm debugging by uploading a SRPM each time and wasting builder resources)

When do you need this to be done by? (YYYY/MM/DD)

This seems like a mock bug, since it should not point to our internal rhel copy...

it's a mock build, and epel-8-x86_64 includes the centos-8 and epel-8 templates so this should work, but I also have an epel8 side tag repo enabled. Could that be the issue?

This is an internal option, please don't use it (see the site-defaults.cfg file for useable options).
This is where you could do --disablerepo=* --neablerepo=local --enablerepo=rawhide-sidetag

It also looks that you are doing fedpkg mockbuild, right? The fix https://pagure.io/rpkg/pull-request/595 is needed, if you also use ~/.config/mock/epel-*.cfg files.

Hmm, the [rawhide-sidetag] shouldn't be placed in ~/.config/mock.cfg. It's
an alternative to site-defaults.cfg on a per-user basis. It is loaded everytime,
even for non-rawhide chroots. (perhaps you want ~/.config/mock/fedora-rawhide-*).
